One firefighter affected by the fumes being transported in fair condition. Structure initially reported as "DWP substation" is now determined by DWP to not be one of their facilities. Fire; 02:58PM; 2784 E Washington Bl; https://goo.gl/maps/1ZKLxvbTZCF2; Boyle Heights; DWP sub station with an outside fire that moved into the secured structure. Unknown chemical run off from the structure (approx 100 gallons). Smoke and occasional flame still visible inside (from the outside). Firefighters are not forcing entry to apply water to the fire due to the chemical run off. Heavy smoke moving across the road is causing the FULL CLOSURE of E Washington between Soto and S Santa Fe Ave. LAFD Hazardous Materials Squad on scene assessing the situation.
